SSC MTS & Havaldar (CBIC & CBN) 2025: CBE Result Declared — Full Analysis, Cut-offs & Category-wise Breakup

The Staff Selection Commission has declared the CBE result for MTS and Havaldar 2025. Dive into a full analysis of cut-offs, category-wise breakup, and what candidates should do next.

SSC MTS & Havaldar (CBIC & CBN) 2025: CBE Result Declared — Full Analysis, Cut-offs & Category-wise Breakup

The Staff Selection Commission (SSC) has finally declared the much-awaited result of the Computer Based Examination (CBE) for Multi Tasking (Non-Technical) Staff and Havaldar (CBIC & CBN) Examination, 2025.

Published by Mark for Review | Based on SSC Notice No. E/15/2025-C-2 SECTION(E-11859), dated 03.08.2026

This isn't the final result yet — it's the shortlist of candidates who will now proceed to PET/PST (Physical Efficiency Test/Physical Standard Test) for the Havaldar post. Below, we break down everything candidates need to know: numbers, cut-offs, malpractice action, tie-breaking rules, and what happens next.

1. The Big Picture: Exam Timeline & Turnout

📅

Notice Issued

26.06.2025

📝

Total Applications

36,19,834 (over 36 lakh!)

🖥️

CBE Conducted

04.02.2026 to 20.02.2026

👥

Candidates Appeared

8,04,633

That's a turnout of roughly 22% of the total applicants — a familiar pattern in SSC exams, where a large chunk of registered candidates either don't show up or don't clear Session-I to be eligible for Session-II evaluation.

2. Why Only Havaldar Candidates Are Being Shortlisted Right Now

This result specifically deals with shortlisting for PET/PST for the post of Havaldar (CBIC & CBN) — not the MTS post. Here's the important distinction the Commission has clarified:

  • • Candidates have been shortlisted for PET/PST based on their normalized Session-II performance, in a ratio of 1:7 (vacancy : candidates shortlisted), as per Para-18.7 of the exam notice.
  • • Only candidates who gave their preference for a specific Post-cum-CCA (Cadre Controlling Authority) in their application form are considered against that CCA's vacancies (Para-17.5).
  • • Candidates who fail to qualify PET/PST will be dropped from Havaldar consideration entirely — but if they're separately shortlisted for MTS, their MTS candidature stays valid.
  • • The First Round of Tentative Allocation — the result MTS aspirants are actually waiting for — will be declared later, together for both MTS and Havaldar, only after PET/PST for Havaldar is completed.

In short: if you applied only for MTS, this particular notice does not contain your result yet. This is purely the Havaldar PET/PST shortlist.

3. Minimum Qualifying Marks (Session-I & Session-II)

To even be considered, candidates needed to clear both sessions at these normalized thresholds:

Category Qualifying %
UR (Unreserved) 30%
OBC / EWS 25%
All other categories (SC/ST/ESM/PwBD etc.) 20%

Candidates who didn't qualify Session-I were not even evaluated for Session-II — a strict elimination gate that likely explains a good part of the gap between applicants and successfully evaluated candidates.

4. Category-wise Shortlisting Breakup for Havaldar PET/PST

Here's the full picture of vacancies versus candidates shortlisted, category by category:

Category Vacancy Candidates Shortlisted
EWS 120 840
SC 126 882
ST 87 609
OBC 237 1,659
UR 448 3,136*
ESM 99 693
OH 13 91
HH 11 77
Other PwBD 12 84
Total 1,153 8,071

*The UR figure of 3,136 includes a large number of reserved-category candidates who cleared on their own merit at the UR cut-off: EWS-300, SC-105, ST-25, OBC-1574. This is a good sign for reserved-category candidates — over 2,000 of them made it purely on merit without needing category relaxation.

Detailed PwBD/ESM Breakup

ESM (693)

EWS-12, SC-19, ST-01, OBC-294, UR-367

OH (91)

EWS-11, SC-13, ST-02, OBC-34, UR-31

HH (77)

EWS-09, SC-05, ST-02, OBC-29, UR-32

Other PwBD (84)

EWS-06, SC-09, ST-03, OBC-37, UR-29

The consistent 1:7 shortlisting ratio (roughly 7 candidates called for every 1 vacancy) is standard SSC practice to account for PET/PST dropouts, no-shows, and disqualifications later in the process.

5. Malpractice, Debarment & Withheld Results — The Enforcement Angle

This result also comes with a strong compliance message from the Commission:

727

Results Withheld (Malpractice)

Candidates have had their results withheld entirely for indulging in malpractices during the CBE, as identified through post-examination analysis. These candidates can represent their case before the concerned Regional Office if aggrieved — but their results simply weren't processed.

169

Debarred Candidates

Candidates have been debarred by their respective Regional Offices for various reasons (roll numbers listed separately by the Commission).

2

Specific Candidates Flagged

Candidates (Roll Nos. 125270001942 and 125270006713) have had their results withheld on account of suspicious activities — a category distinct from the 727 malpractice cases, suggesting individual flags rather than a systemic issue.

If you're checking your result and don't see it despite appearing for the exam, it's worth cross-referencing your roll number against these lists before assuming a technical error.

6. How Ties Were Resolved

For candidates with identical aggregate marks in Session-II, the Commission applied a four-step tie-breaker, in strict order, per Para-19 of the Notice:

  1. 1

Normalized marks in General Awareness (Session-II)

    Higher score wins

  2. 2

    Total normalized marks in Session-I

    Higher score wins

  3. 3

    Date of Birth

    The older candidate gets preference

  4. 4

    Alphabetical order of names

    As the final fallback

This is a fairly standard SSC tie-resolution hierarchy, and it's worth noting that General Awareness — often treated as a "scoring" section by candidates — effectively became the first differentiator in close finishes.

7. Answer Key Representations

The Commission has confirmed that representations received on the provisional Answer Keys were reviewed, and the keys were modified wherever necessary before being finalized for evaluation. The final Answer Keys and detailed marks (for both qualified and non-qualified candidates) will only be uploaded after the final result of the exam is declared — not at this stage. So if you're looking for your exact score breakdown, that wait continues.

8. CCA-wise Cut-off Snapshot: Where the Competition Was Toughest

The Annexure to the notice lists CCA-wise (regional/zonal) cut-offs for Havaldar across CGST, Customs, and Directorate cadres. A few standout observations from the data:

🔥

Toughest UR cut-offs

Seen in zones like Jaipur CGST (139.37), Delhi CGST (142.36), and Lucknow CGST (141.04) — all crossing the 139+ mark in Session-II normalized scores.

🏆

Most competitive OBC

Seen in Jaipur CGST at 143.53, higher than even several UR cut-offs elsewhere — a reminder that regional demand-supply can push category cut-offs above the general norm.

📉

Lower cut-offs

Appeared in high-vacancy zones like Mumbai Customs (UR: 107.98, across 1,393 available candidates) and Pune CGST (UR: 120.79, across 301 candidates) — larger vacancy pools generally softened the competition per seat.

📊

General Awareness cut-offs

Varied dramatically by zone — from as low as 2.19 (Mumbai Customs) to 74.72 (the ceiling seen across OBC/ST/SC in several CCAs), showing GA performance had a wide spread and significant influence.

(Full CCA-wise cut-off table spans 9 pages in the original notice — candidates should check their specific CCA and category directly in the official annexure for exact figures.)

9. What Should Candidates Do Now?

1

Check your name/roll number in List-I (shortlisted for PET/PST), and cross-check against List-II (malpractice) and List-III (debarred) before assuming an error.

2

Watch for the PET/PST schedule, which the Commission has said will be published on its website "in due course" — no date has been announced yet.

3

MTS-only candidates: your result is not out yet. The MTS and Havaldar Tentative Allocation will be declared together, only after Havaldar PET/PST concludes.

4

If flagged for malpractice or debarment and you believe it's an error, representation to the concerned Regional Office is the prescribed route — not the Commission headquarters directly.

5

Don't expect the final Answer Key or your detailed marks yet — that comes only with the final result.

Final Word

This is a critical, but intermediate, checkpoint — not the finish line. Over 8,300 candidates have been provisionally shortlisted for PET/PST against 1,153 Havaldar vacancies, and nearly 900 candidates have had their results either withheld or debarred for integrity violations. The real test now shifts from the exam hall to the physical efficiency ground, and the final MTS + Havaldar allocation will only come once that phase wraps up.

We'll keep this page updated as soon as the PET/PST schedule and the final result are announced. Bookmark this post and check back for updates.
